S. Alam Project, CDA approval of one and a half million taka’s in trade!

Special Correspondent: A report has been stolen in CDA that approval for one and a half crore taka has been given for the construction of a multi-story commercial building at the Cheragi Pahar intersection. The owner of this building is the well-established business firm S Alam Group. The company is constructing a 20-story approved building with four basements by abusing the authorities in front of them without taking any construction approval and showing a thumbs down to the building regulations of the CDA.

Is Alam Group above the law? Is the government-created Building Construction Rules 2008 only for the general public or for all? If it applies to everyone, then why was this law not used against S. Alam? The architecture and planning department did not approve the land use permit for several building owners after they applied for the permit after constructing the building. For the general public, these rules are a hair-raising analysis. All the building owners who have unwritten contracts with them get their land use clearances approved at a fast pace without ignoring the rules.

According to sources, the former authorized officer, Md. When Hasan inspected the approved high-rise building, this irregularity was observed. Then the building construction committee issued a notice against the building owner, S Alam Group, for showing the approved design, and the concerned building owner ignored the CDA and filed a BCN case against the building owner (with BCN No-Auth/2/BCN/36/2021 Tang-14/6/2021). Then the S Alam Group hastily applied for a land use permit to the planning and architecture wing of CDA for design approval. At that time, the application was rejected by the concerned authorities as the building was being constructed in a disruptive manner. When S Alam Group applied for LUC again, for mysterious reasons and without open-sky conditions or traffic management conditions, ATP Kamal, TP, and DCTP (Acting) Abu Isha Anchari approved the land use permit in exchange for a hefty bribe (TP-2/1357, Geo: 709/1917). -18).

Then he applied to the Urban Development Committee. An officer of the said committee approved the deposit of 10 times the deposited fee, including the removal of the entire disturbed building constructed under the subordination of the other members of the Urban Development Committee, subject to compliance with the previous conditions (permission letter no. In the same way, when applying for special project approval, architect Golam Rabbani, without checking anything, mysteriously passed all the responsibilities onto the shoulders of the building construction committee, without checking anything, and approved the special project meeting. Then Ahsanul Alam, father of Mohammed Saiful Alam, Managing Director of Genesis Textile and Apples Ltd., BC Keich No. 102/2023, submitted it to concerned Authorized-2 for design approval on February 14th. After submission of the report, the concerned authorized officer conducted an on-site investigation, and two more building inspectors were assigned for further investigation. As a result, the building inspectors objected to the document for not complying with conditions No. A, E, 4, and 5 of Special Project Clearance 2.

In this regard, when Chowk Chief Engineer and Chief Town Planner (Acting) Kazi Hasan bin Shams informed him about this irregularity in his office, he told The Crime that if the design is followed by various building construction rules, including the removal of the disturbing part of the building constructed by the Urban Development Committee and compliance with traffic management conditions, etc., the Urban Development Committee would approve the document for approval. What will the design approval do if the builder does not comply?

When asked on his phone, architectural engineer Ghulam Rabbani told The Crime, “I have approved the special project clearance with responsibility on the building construction committee to fulfill all the conditions that the urban development committee has given for approval and land use clearance.” I have nothing to do here. A high-level committee approved the document. It will not be advisable to go against this committee.

Authorized Officer-2  Assistant Engineer Mohammad Ilyach told The Crime that there is no scope for design approval without removing the defaced part of the approved building.

An official, who did not wish to be named, told The Crime that Deputy Chief Town Planner Abu Isha Anchari and another official traded the illegal design approval in exchange for one and a half crore rupees. For approving this illegal design, the mothers of various employees under the two officers are also threatening to abuse them.

Meanwhile, the local government ministry is trying to increase public awareness by holding meetings with architects and drumming up support for planned urbanization, but it is falling apart due to such “bribe-taking” officials. This multi-story commercial building is being built at the intersection of Cheragi Hills, in the heart of Chittagong city.
