 Deputy Director of BRTA, the service aspirant Riaz was held hostage and the signature was obtained on the blank stamp

City Reporter: Bangladesh Road Transport Authority (BRTA) Chittagong Office Deputy Director and an office assistant have been accused of beating and intimidating a car owner and taking signatures on blank stamps and white paper.

BRTA Chittagong Metro Circle-1 Deputy Director Md. Touhidul Hossain and office assistant. Referring to the name of Jamal Uddin, on June 06, the victimized service candidate made a written complaint to the Deputy Commissioner. Riaz (38). He is the son of Chamad Hasan of Jhautla area of Khulshi police station in the city and the owner of Chattmetro-Th-12- 5482 autorickshaw.

According to the written complaint, there was an oral agreement with the counterparty to convert a TVS autorickshaw into Bajaj brand. On April 30, the petitioner filed a written complaint with the BRTA Chittagong Divisional Director for not working despite receiving the money as per the contract. Enraged by this, the opponents threatened the petitioner in various ways to withdraw the complaint.

In view of the notification in daily Azadir newspaper last May 23 regarding scrap for replacement of expired gas/petrol powered 4 stroke three wheeler autorickshaw, the old autorickshaw owned by the petitioner (Chattametro-TH-12-5060) was taken to the BRTA office at 10 am for scrapping on May 26.

According to the rules of BRTA, despite showing all the documents related to scrap, Touhidul Hossain, who is in charge of the scrap process, did not scrap the car of the petitioner. Later, he took it out of the serial on the false pretext that the car has two owners. Later, the gang of brokers hired by them took the car out of the main gate of BRTA.

After waiting for a long time, a member of Dalal circle named Rafiqul Islam asked the petitioner to wait till evening. Rafiq entered into an oral agreement with the petitioner at 6.00 pm to scrap the said vehicle for Tk.7 lakh and the vehicle was scrapped at 8.00 pm. But the actual owner of the vehicle (applicant) wants slip (scrap documents) to withdraw the complaint filed by the applicant against the opponent. Since he had scrapped the car in the verbal agreement of Tk 7 lakh, when he refused to withdraw the complaint, the opponent No. 2 (office assistant Jamal Uddin) with the help of the police on duty, tied the hands of the petitioner and dragged him by force and took him to his room on the 3rd floor and abused and killed him. , started punching and kicking. Detaining him for a long time and showing intimidation, he signed 5 non-judicial stamps worth 100 taka and 4 white papers from the petitioner.

The petitioner voluntarily signed the said stamp and recorded a video on his mobile phone showing the threat. If the petitioner refused to sign the said stamp, the underwriter threatened to kill the petitioner and disappear the body. The petitioner being helpless signed the said stamp and white paper for self defence.

The petitioner confirmed the complaint. Riyaz told The Crime, “I survived by signing a blank stamp and blank paper as I was told to beat and kill and disappear the body.” Later there was no treatment at Chittagong Medical College Hospital. When he went to file a case in court about these matters, he did not accept the case. So I was forced to file a complaint with the District Commissioner. So that stamps and white papers can be recovered. So that no harm can be done to me by misusing these papers.

In this regard Bangladesh Road Transport Authority (BRTA) Chittagong divisional director (Eng.) Md. Shafiquzzaman Bhunya said, I have received a copy of a written complaint in the name of Touhidul Hossain, Deputy Director of Metro Circle-1 and Office Assistant Jamal Uddin of BRTA. I will make an investigation committee in this regard very soon. Further legal action will be taken according to the inquiry committee report.

BRTA Chittagong Metro Circle 1 Deputy Director Touhidul Hossain could not be contacted as there was no response to calls and text messages to inquire about the crime related to the complaint.
