Food insecurity and malnutrition in Rohingya camps are feared to intensify due to insufficient aid. At least two secretaries of the government expressed such apprehension in an inter-ministerial meeting held recently under the chairmanship of Home Minister Asaduzzaman Khan Kamal. This information is known from the minutes of the meeting.

In the meeting, as the senior secretary of the Ministry of Home Affairs Public Security Department, Mostafizur Rahman said that currently more than 1.2 million Rohingyas are staying in various camps in Cox’s Bazar. A reduction in UN food aid, citing funding shortfalls, will intensify food insecurity and malnutrition in Rohingya camps. As allocations decrease, refugees will become more desperate to find work. This will make it more difficult to keep them inside the camp. Legally, Rohingyas in Bangladesh are not allowed to work outside the camps.

He also said that they have an obligation to stay within the specific area of the camp. But many have escaped from the camp and are trying to go to different countries by sea in trawlers, risking their lives. As a result, many are dying along the way. Due to the lack of work opportunities in the camps and deep uncertainty about returning to the motherland in Myanmar, the Rohingyas are also involved in various crimes, including drug trafficking. In this situation, it is necessary to strengthen the operation of the task force along with increasing the joint force patrol for the sake of counter-terrorism and drug control in the camps.

Disaster Management and Relief Ministry Secretary Kamrul Hasan said that the money is not getting as promised from the donor countries to help the Rohingyas. Citing a funding crunch, the United Nations reduced food aid from $12 to $10 per person and then to $8. If this state of funding continues, the overall situation of the Rohingya camps will become more fragile. Apart from this, local businessmen are employing Rohingyas due to cheap labor. Because of this, there is a negative reaction among the local public.

In Bangladesh in 2017, displaced Rohingyas from Myanmar poured in. Since then, under the Joint Response Plan (JRP), the international community has been providing financial assistance to the Rohingya population sheltering in Cox’s Bazar. The Inter Sector Coordination Group (ISCG), a coordinating organization for humanitarian assistance in the Rohingya camps, is responsible for managing the funds for this assistance. According to the group, each year the allocation has fallen short of the promised aid. Although 87.59 million dollars of aid were promised this year, 32.5 million dollars have not been received until September 11. That is, only 37 percent of the promised aid has been received in about eight months of this year.

The United Nations Refugee Agency, the United Nations Migration Agency, and the World Food Program have been providing assistance to the Rohingyas in the camps in terms of food, clothing, shelter, fuel, and medical care. And UNICEF helps with education. They spend money through various organizations working with Rohingyas. About 150 organizations have been providing humanitarian aid to the Rohingyas. However, after the recent outbreak of war in Ukraine, some organizations have taken the initiative to reduce their programs due to a lack of funding. Officials from the Office of the Commissioner for Refugee Relief and Repatriation, the government agency managing Rohingya refugees, also said that international aid has not been coming in as expected for the past few years, which has now decreased further.

It was informed in the inter-ministerial meeting that the government has so far handed over the list of 829 thousand 336 Rohingyas to the Myanmar government. However, the Myanmar government has sent a list of 186,268 people from there to Bangladesh. Apart from this, a list of 61 thousand 921 people was sent to Myanmar after verification in the first stage regarding Rohingya repatriation. From there, they sent a list of 37,700 people. There is a huge difference here.

According to ISCG statistics, in 2017, the JRP for Rohingya aid had a commitment of 434 million dollars, but in the end, 317 million dollars were received. In 2018, against the promised $1 billion, $65.5 million was received, and in 2019, $696 million against $92 million. Next year, in 2020, 2021, and 2022, 60 percent, 73 percent, and 63 percent of pledges are supported, respectively.

In this context, Refugee Relief and Repatriation Commissioner (RRRC) Mohammad Mizanur Rahman told the media that donor support is continuously decreasing. The United Nations is giving $8 per person for food, down from $12. Due to this, it is not possible to give enough food. This is why the Rohingyas are constantly moving out of the camps for food and work. As aid declines, criminal activities ranging from smuggling to human trafficking are on the rise. As a result, pressure is being placed on the local people. At the same time, the law and order situation is deteriorating.

Regarding the way out of this situation, he said there is no way out except to return the Rohingyas to their own country. But the key to repatriation is in the hands of the Myanmar government. However, the Bangladesh government is trying in various ways to convince them. At the same time, Bangladesh is seeking the help of the international community.

Cox’s Bazar Correspondent: Only 37 percent of the humanitarian aid promised by the international community for the Rohingya refugees in Bangladesh has been received in the first eight months of this year.
