Dhaka Bureau:<\/strong> Fast promotion in some cadres <\/span><\/span>Again, one has to wait for years to get promoted in some cadre.<\/span><\/span> Along with BCS, someone in some cadre is still at the rank of Deputy Secretary, and in some cadre he has been promoted to Secretary.<\/span><\/span> This disparity in promotion among officers of different cadres has created anger.<\/span><\/span> Promotion files for 529 officers in the police cadre have been pending in the public administration for four months.<\/span><\/span> <\/span><\/p>\n

This file of proposals from the police headquarters went to the public administration through the Ministry of Home Affairs four months ago.<\/span><\/span> This has created anger among the demoted police officers.<\/span><\/span> The police hope to resolve it soon.<\/span><\/span> Those concerned say that the number of joint secretary posts in the administration cadre is 502.<\/span><\/span> 175 Deputy Secretaries were promoted to Joint Secretaries in November last year.<\/span><\/span> <\/span><\/p>\n

Then this number stood at 725 people.<\/span><\/span> Many joint secretaries have to work as deputy secretaries. <\/span><\/span>Among them, 211 deputy secretaries were promoted to the post of joint secretary again on Monday.<\/span><\/span> The number of joint secretaries stands at 936.<\/span><\/span> Even if they are promoted, they will not get a chance to sit in the chair of joint secretary.<\/span><\/span> Similarly, there are 212 regular posts of Additional Secretary in the administration.<\/span><\/span> Along with this, there are about 125 posts on posting (appointment in other departments or organizations outside the prescribed posts) in different departments of the same level.<\/span><\/span> In all, the post of additional secretary stands at 337.<\/span><\/span> Last May, 114 joint secretaries were promoted to additional secretaries. <\/span><\/span><\/span><\/p>\n

The number of additional secretaries stands at 426.<\/span><\/span> In other words, there are now more officers in this position than there were before. <\/span><\/span>However, the promotion of the police has been blocked for a long time.<\/span><\/span> General Secretary of the Police Service Association and SP of Dhaka District,<\/span><\/span> Asaduzzaman, told the media, “The promotion list of 529 people from the police headquarters is not on the occasion of the election.<\/span><\/span> This list is based on age, batch, and reality.<\/span><\/span> Besides, the police have sent a list to fill up the vacant posts.<\/span><\/span> If our proposed promotion is granted, the confusion here will be removed.<\/span><\/span> Along with this, the passion for work will increase.<\/span><\/span> <\/span><\/p>\n

People will benefit from it.<\/span><\/span> Anger and frustration at the police will disappear.<\/span><\/span> Only one of the 17th batch of police officers has been promoted to Additional IGP.<\/span><\/span> However, almost all of the 17th batch in the administration cadre have been promoted to grade 2 as additional secretaries.<\/span><\/span> We are not comparing ourselves with anyone; we have done it out of our own rightful claim.<\/span><\/span> We hope that the government will make a positive decision soon.<\/span><\/span> Out of the promotion list sent by the police headquarters, 15 have been promoted as additional IGPs and given grade 1. <\/span><\/span>Besides, there is a proposal to promote 34 additional IGPs and give them grade 2. <\/span><\/span>Besides, the proposal for promotion of 140 people as DIG, 150 people as additional DIG, and 190 people as SP is currently in public administration.<\/span><\/span> A former police officer said, “If there is a quick promotion in one cadre and if there is a delay in promotion in another cadre, then the talented students will go to the place where the promotion is faster. <\/span><\/span><\/span><\/p>\n

This will affect other cadres.<\/span><\/span> For example, there is rapid promotion in the administration cadre, but what is the condition of the information cadre?<\/span><\/span> After entering the same BCS, some are secretary in some cadre, and some are deputy secretary in some cadre.<\/span><\/span> Such discrimination should not exist.<\/span><\/span> Some may work directly with higher-ups in the government.<\/span><\/span> No one can reach that.<\/span><\/span> Those in charge should quickly resolve such discrimination.<\/span><\/span> Many of the officials say, “The responsibility for promotion of all cadres is in the hands of the administration cadre. <\/span><\/span>It shouldn’t be.<\/span><\/span> There may be a promotion committee headed by the judiciary.<\/span><\/span> Or there can be a committee consisting of all the cadres.<\/span><\/span> Then there will be an opportunity to speak on behalf of officers from all cadres.<\/span><\/span><\/span><\/p>\n

Otherwise, this kind of discrimination will continue.<\/span><\/span> Anyone will promote themselves first.<\/span><\/span> It’s not right.<\/span><\/span> But what is being done now is inappropriate.<\/span><\/span> Administration cadres are being sent for space research.<\/span><\/span> Administration cadres are also being sent to places where doctors are supposed to be.<\/span><\/span> It’s not right.<\/span><\/span> They have been promoted so much that there is actually no place to sit.’<\/span><\/span> Inspector General of Police Chowdhury Abdullah Al Mamun told the media, “We have proposed; it is in the ministry.<\/span><\/span> We hope it will happen soon.<\/span><\/span> However, I do not know if there is anger among the police because of this.<\/span><\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
