\nCity Reporter:<\/strong> A youth rally was held in Chittagong to demand the implementation of the Mujib Climate Prosperity Plan and the cancellation of the Integrated Electricity and Energy Master Plan (IEPMP). Today Saturday (June 24) at 11 o’clock at Chittagong City Corporation’s Bahaddarhat Police Outpost and Kacha Bazar Square, this youth rally has been organized. The program was organized by non-governmental development organization ISDE Bangladesh, consumer rights organization CAB Youth Group Chittagong Metropolitan, Coastal Livelihood and Environment Working Alliance (CLEAN) and Bangladesh Working Group on Ecology and Development (BDBUGED). It was presided over by CAB Central Committee Vice President S. M. Nazer Hossain.<\/p>\n

In the gathering, SM Najer Hossain said that the Bangladesh government adopted the ‘Mujib Climate Development Plan’ on the birth centenary of the Father of the Nation Bangabandhu Sheikh Mujibur Rahman in September 2021 with the aim of becoming a climate-tolerant middle-income country by 2041. In light of this, the Prime Minister reaffirmed his commitment to ensure 40 percent renewable energy by 2041 at the United Nations Climate Conference in December that year. On February 27, 2023, the Council of Ministers approved the implementation of this plan. It has pledged to implement 20 percent renewable energy in Bangladesh by 2030, 50 percent by 2041 and 100 percent by 2050. But the fourth draft of the proposed Integrated Power and Energy Master Plan has been prepared against the Prime Minister’s announcement. The draft targets a maximum of 40 per cent of so-called ‘clean fuels’ by 2041. In the name of better technology under clean energy, it is proposed to introduce import-dependent and unreliable liquid hydrogen, ammonia and carbon storage technologies, which could be detrimental to the country’s economy.<\/p>\n

He also said that under the Bangladesh government’s Vision 2041 and to preserve economic prosperity, energy security and a safe environment, the Bangladesh government demands that the anti-interest draft IEMP prepared by the Japanese organization IEEJ funded by JICA should be canceled immediately. Besides, for the implementation of 100% renewable energy of the Mujib Climate Prosperity Plan, it is necessary to formulate and implement an integrated energy and power master plan with the policy makers and experts of the country with priority on solar and wind power.<\/p>\n

The speakers said that Institute of Energy Economics, Japan (IEEJ) in collaboration with Japan International Cooperation Agency (JICA) is preparing IEPMP for Bangladesh. Earlier in 2010 and 2016 also Power Sector Master Plan (PSMP) was formulated in collaboration with JICA. Of particular importance were import-dependent coal and liquefied natural gas (LNG). In the post-corona economic crisis, now Bangladesh has a shortage of imported fuel. As a result, the power problem cannot be solved even by investing hard-earned foreign currency. Investing in renewable energy, especially solar and wind power, would not have made the current crisis so profound.<\/p>\n

The speakers also said that there is a severe lack of transparency and accountability in the IEPMP approval process. Neither JICA nor the Government of Bangladesh have entered into the project’s budget and schedule. JICA is doing this by secretly hiring a Japanese consulting firm under Japanese technical assistance, which is a clear violation of transparency and accountability as an OECD (Organization for Economic Co-operation and Development) country.<\/p>\n
