Zakir Hossain, the owner of M\/S Saleh Ahmad Construction Company, got part of this six-kilometer road built. He is the joint convener of Comilla&#8217;s Burichong Upazila Awami League. Despite his organization&#8217;s lack of qualifications, he was given the job of repairing 1.8 kilometers of road worth Tk 50 crore by Chittagong City Corporation (CHSIC).He took a loan of Tk 47 crore from the bank to pay for this work by creating fake documents. But Zakir Hossain ran away without finishing the work. Later, Chasik completed the work by appointing a new contractor for an additional 7 crore rupees. Although it was supposed to be completed in May 2019, the work was completed last December. Until now, the people traveling along this road have had to suffer indescribable suffering. Zakir was recently arrested in a related case.<\/p>\n<p style=\"color: #252525; text-align: justify;\">Not only Zakir Hossain, but many people with political identities are finding work in Chasi.Chittagong North District Awami League leaders Manjurul Alam and Moinuddin Banshi, who got work on another part of the same road, also left midway. For 30 years, many unqualified contractors have been working in Chittagong City. Although there is a rule to award work to qualified organizations as per the Public Procurement Rules (PPR), work has been done in Bhagabatwara for a long time. About 7,000 crores&#8217; worth of work has been distributed among preferred contractors.<\/p>\n<p style=\"color: #252525; text-align: justify;\">Last February 1, the project director was beaten up with the tender; in that too, four contractors got the work of 37 lots. Due to the matrix system rating, a contractor named Ruknuddin Iqbal &amp; Brothers got 22, Mohammad Alauddin&#8217;s The Construction Trade got 4, Kashem Construction got 8, and another company got four jobs out of 37 lots. Although the final letter for these works worth Rs 220 crore has not yet been given, it has caused anger among other contractors as they got to know this earlier.<\/p>\n<p style=\"color: #252525; text-align: justify;\">Four mayors have given tenders following the &#8220;rules&#8221; of irregularities: In the past 30 years, four people have become mayors of Chittagong City Corporation. All of them have managed the activities according to the rules. They did not see qualification as the main condition for getting a job. He used to divide the work among the contractors without following the government&#8217;s rules. The quality of the work has also been questioned. Chaske was elected the first political mayor in 1994. Since then, ABM Mohiuddin Chowdhury (now deceased) has been the mayor for three consecutive terms. During his 17-year tenure, nearly 1000 crores&#8217; worth of development work has been done. In 2010, M. Manjur Alam was elected as the mayor. He has completed development work worth 900 crore rupees in his five years.After being elected as the mayor in 2015, AJM Nashir Uddin implemented development work worth around Tk 5000 crore. In the two years of the current mayor, development projects worth about Tk 200 crore have been implemented.<\/p>\n<p style=\"color: #252525; text-align: justify;\">What is the matrix system? As per the government procurement rules, the matrix system provides for awarding work on the basis of rating if the bids submitted by the contractors are the same. Project director Golam Yazdani followed the matrix method in the tender of 37 lots for the project worth 2.5 billion taka, breaking the rule of three decades. The matrix method has a point method. It is calculated based on the number of works completed in Chasik&#8217;s projects in the last five years (140 points), the monetary value of the work done in the five years (100 points), and the total value of ongoing work in all government agencies (60 points). Contractors have complained that if tenders are evaluated using the matrix system, only large contractors will be awarded work in the e-tender repeatedly.Small contractors will have no chance of getting work.<\/p>\n<p style=\"color: #252525; text-align: justify;\">There is no end to complaints about the appointment of contractors. City Corporation sources say that the electricity division of Chittagong City Corporation gave a work order to HTMS Limited on May 14, 2020, for the installation of LED lights on 75 km of roads in the city with the funding of JICA for 41 crore 83 lakh taka in four packages. Although the work was done by HTMS, a contractor called Trade Magistic worked as a subcontractor. It was alleged in the 13th general meeting of the city corporation that the electrical poles, cables, lights, and other equipment installed by the project contractor were of poor quality. City Mayor Rezaul Karim Chowdhury decided to form an investigation committee after receiving such complaints. The investigation committee verified the on-site inspection and test report and mentioned in the report that &#8220;the quality of the installed cable is not at all satisfactory.&#8221; It was better to have a single pole rather than weld the electric pole. Overall, the quality of the pole cable supplied was very poor, and it was proposed to change it through the contractor. Authorities can take action against the contractor for not supplying quality cables.<\/p>\n<p style=\"color: #252525; text-align: justify;\">Allegation of collusion by an engineer with the contractor: The City Corporation fixes an estimated price for any work as per rules. This bid is supposed to be confidential. Chasik is supposed to select the lowest bidder among the bids that are at least 10 percent less or more than this. But some engineers of the city corporation leaked this estimated price to the contractors earlier. So everyone&#8217;s price would be equal. The mayor used to share the work. Once someone got a job, someone else would give it a shot the next time. This creates an opportunity for preference to be given more weight than merit. The entanglement of contractors with engineers in the city corporation has come to light many times.
