And this is why the illegal use of legal weapons is increasing day by day. 5,000 complaints of extortion with these weapons, intimidation to attack opponents, expansion of dominance, prior enmity, land disputes and control of the criminal world have been submitted to the Ministry of Home Affairs and Police Headquarters. There are about 2 lakh legal firearms across the country. However, the special branch of the police has an account of 44,000 legal firearms. About 150,000 legal firearms do not have updated information in the special branch of the police. In such a situation, the Criminal Investigation Department (CID) of the police has started the work of creating a digital database of legal arms holders. According to the related sources, the preparation of this list will be completed before the upcoming elections.<\/p>\n<p>According to CID sources, there are currently around 2 lakh licensed or approved weapons in the country. However, the identity of the owners of these legitimate weapons is not specifically reserved to any dealer. Therefore, CID is collecting information from 64 districts of the country to create weapons data. And for this, the owners of legal weapons can also give samples of weapons in the CID offices of all districts of the country. Each firearm has a unique code. It is much like the IMEI of a mobile phone. This code will tell you what type of weapon it is. Traders have been asked to immediately provide the code of the weapon to the CID if they buy any new weapon.<\/p>\n<p style=\"text-align: justify;\">There are certain criteria for obtaining a firearms license. A citizen can apply only if they are fulfilled. If there is real risk to the life of the applicant he can apply. Age of the applicant should be minimum 30 years in case of &#8216;short barrel&#8217; firearms and minimum 25 years in case of &#8216;long barrel&#8217; firearms. Age should be below 70 years. Applicant must be an income tax payer, paying minimum income tax of Rs.3 lakh per annum. With permission, the applicant can import arms or purchase arms from any authorized domestic dealer. A person can apply for a maximum of two firearms licences.<\/p>\n<p style=\"text-align: justify;\">On January 15, a person named Arif wanted to leave a development shop in Gulshan without paying Tk 75,000, and the traders arrested him. Volunteer League Dhaka Metropolitan North vice-president Abdul Waheed alias Mintu and his men tried to oust Arif, but the businessmen stopped him. At that time Mintu fired several rounds from his licensed pistol. Two people were injured. It is known that in 2016 Mintur weapons were licensed. He renewed the license in 2021 at the end of the term. Police seized the weapon and arrested Mintu.<\/p>\n<p style=\"text-align: justify;\">On the other hand, a group of terrorists led by alleged Jubo League leader Moniruzzaman Jewel attacked Jubo League convener and Sripur Union Parishad Chairman Shahjalal Majumder in Chouddagram of Comilla last year with sophisticated firearms. Chairman&#8217;s driver Amjad Hossain was injured in the attack. A sensation was created when the picture of the incident spread on social media. Police arrested Jewel in that incident. In addition, at the beginning of this year, three brothers openly tried to seize land with arms in Mohammadpur. The issue went viral on social media. Police confirmed that their weapons were also licensed.<\/p>\n<p style=\"text-align: justify;\">In this regard, the director of RAB&#8217;s law and media wing, Commander Khandaker Al Moin, said that if there is information about misuse of legal weapons against someone, strict legal measures will be taken as well as the cancellation of weapons licenses.<\/p>\n<p style=\"text-align: justify;\">It is known that the Criminal Investigation Department (CID) took up the work of creating a database of legal weapons in 2021. Basically this initiative was taken to stop the illegal use of legal weapons. But due to unknown reasons it has slowed down a lot. Recently, due to some unfortunate incidents, the work of creating the database has started again. It is alleged that many influential politicians and businessmen do not pay attention to the rules on the use of weapons. However, this time strict instructions have been given from the police headquarters to complete the preparation of this list before the National Assembly elections.<\/p>\n<p style=\"text-align: justify;\">According to the Fire Arms Management System (FAMS), the up-to-date database of legal arms of the Special Branch of Police (SB), it has stored information on 44,104 arms licenses across the country till last December. Of these, 40,777 arms licenses are in the name of individuals. The remaining 3,327 weapons are in the name of various institutions including financial institutions. These weapons include single-barreled and double-barreled guns, shotguns, pistols, Uziguns, revolvers and rifles. Leaders and activists of various political parties including Awami League, BNP, Jatiya Party are on the list to get licenses for these weapons. There are also multiple arms licenses in one person&#8217;s name. However, there are many more legal weapons across the country that do not have accurate information in the respective branches.<\/p>\n<p style=\"text-align: justify;\">As a reason for this, a senior police official said on the condition of anonymity that weapons licenses are given through the District Commissioners. In this case, a letter was sent to the police asking for an investigation. The letter comes with instructions to investigate whether the permanent address of the original applicant is correct and whether he is eligible for license or not and submit a report. In this case, many influential and political persons managed the OCs of the police station and took the report in their favor. Again in many cases the report is submitted against the applicant. In that case, many people got licenses by lobbying the District Commissioner&#8217;s office.
