Dhaka Bureau:<\/strong> The press owners have stopped the printing of the primary level textbooks of the next academic year due to the emergence of a ‘syndicate’ consisting of Aktaruzzaman, research officer Nabir Uddin and assistant research officer Mahfuza Khatun of the Department of Primary Education’s book distribution branch. The press owners have taken extreme decisions like stopping the printing of textbooks due to the imposition of ‘strange and bizarre’ conditions, including compulsory purchase of paper from ‘Amber’ and ‘Pertaxe’ factories. This information is known from related sources. Meanwhile, the Bangladesh Book Publishers and Sellers Association also said that these issues have brought the government into a state of embarrassment as well as bringing disaster to the education and publishing industry.<\/p>\n

The people concerned have complained that Mahfuza Khatun, an “authoritative” assistant research officer working in the Directorate of Primary Education for the past 14 years, is the main owner of the syndicate. He told the owners of the printing press that they should buy paper from that company. Even if they print the book violating that condition, they don’t get the money for printing the book. Ignoring Mahfuza’s appeal, they still haven’t received the money to print the textbooks last year.<\/p>\n

The owners of the printing press, fed up with the emergence of this syndicate year after year, have stopped printing textbooks and said that the printing work will not start until the National Curriculum and Textbook Board (NCTB) takes responsibility and says that the money for the primary printed books will be given from the NCTB. Because many printing house owners have not yet received the money to print textbooks last year. Incidentally, while the press owners get the money for printing secondary school books from NCTB, the money for printing primary school books has to be brought from the Directorate of Primary Education. Anand Printers owner Rabbani Jabbar’s bill of one crore rupees is still stuck due to non-deal with that syndicate. Additionally, an official from the syndicate was transferred to another branch for producing documents recommending the payment of the money. Incidentally, Rabbani Jabbar, the owner of Anand Printers, is the brother of Post and Telecommunication Minister Mustafa Jabbar. In view of such threats to the printing press owners, the Primary and Mass Education Secretary and the Secondary and Higher Education Secretary jointly held a meeting with the press owners last Monday.<\/p>\n

When asked, research officer Nabir Uddin told the media that NCTB is responsible for printing the book, if there is something to say, they will say it. Even though NCTB is in charge, it gives money to the Directorate of Primary Education and on behalf of the Directorate, it gives various conditions to the press owners, you also tell from which company to buy paper and print the book – he said in response to the question, “I can’t say anything more about this.”<\/p>\n

Assistant Director Aktaruzzaman admitted and said that I was transferred from that branch because I raised documents related to the payment of money to Rabbani Jabbar, the owner of Anand Printers. In response to the question that the syndicate is true, he said, Mahfuza can say it. But Mahfuza madam could not be found on the phone after going to the office – he said in response to the question<\/p>\n

He said, you will not find him. He misbehaves with the press owners if he doesn’t do what he says. However, our senior officers do not say anything to him. Aktaruzzaman, who has been working in the Directorate for the past 14 years, said that Mahfuza has great powers. Don’t drag me into this. Research Officer Mahfuza Khatun could not be found in his room at the Directorate of Primary Education. Later, his mobile phone could not be connected several times.<\/p>\n

The press owners have complained that the press owners will sit on the road by buying paper and printing books as per the instructions of the Department of Primary Education. Because now the price of paper is already high, after that, if you want to buy paper from this company with pertax, it will cost from 160,000 to 75,000 per ton. As per the press owners, we will buy paper and print books according to the conditions. But the department does not accept it. Some press owners even printed books and sent them to the upazila. But the field education officers are keeping the books without signing the invoice.<\/p>\n

In response to the question of what would be the problem, a press owner, who did not want to be named, said that if the invoice is not signed, the press owner will not get the bill for printing the book. When asked why the invoice was not signed, he said that the book was not printed with paper as said by the syndicate. Tarash Upazila Primary Education Officer of Sirajganj Aktaruzzaman admitted to Bhor paper that he has taken some books of third to fifth class without signing the invoice.<\/p>\n

When asked, the owner of Anand Printers, Rabbani Jabbar, told the media that when we enter into an agreement to print textbooks, we agree to the terms and conditions as per the law. However, after the agreement, new issues created trouble. For this reason, I am not doing any work on printing primary books. Acknowledging the non-receipt of last year’s bill, he said, there is no need to write anything about it. A process to get the bill has started.<\/p>\n

Farid Ahmed, secretary of the Ministry of Primary and Mass Education told the media, “I don’t need to see who is Mahfuza, who is Nabir and who is Aktaruzzaman.” I resolved the crisis that arose with the printing of primary books in a meeting yesterday. I will tell it officially by letter today. Under the new rules, the press owners will take money directly from NCTB after printing books. For this we will give money to NCTB chairman in advance. NCTB chairman and inspecting body will answer us if quality books are not printed.
