It has been alleged that an executive engineer has been given the responsibility of chief town planner without following the CDA Act.<\/p>\n<p style=\"text-align: justify;\">According to an official source of Chittagong Development Authority (CDA), in an office order signed by CDA Secretary Ravindra Chakma on August 15, CDA Acting Chief Engineer Kazi Hasan has been appointed Chief Engineer of Chittagong Development Authority (CDA) in the interest of increasing transparency, bringing mobility, ensuring public service, and proper management of the engineering and planning department of Chittagong Development Authority (CDA). Bin Shams as Chief Engineer (Acting) Chief Town Planner (Acting) Executive Engineer Mohammad Manzoor Hasan has been assigned as Superintending Engineer (Ongoing Duty). He will also oversee the work of Construction Division-II, III, and Investment Planning Division, the office order said. Apart from this, Executive Engineer Mohammad Ashraful Islam was given the responsibility of supervising engineer (current duty) and given the responsibility of director of the Chittagong City Outer Ring Road project, as well as supervising the work of the project department and area planning department. Executive Engineer AGM Salim was given the Chief Town Planner (ongoing charge).<\/p>\n<p style=\"text-align: justify;\">The sources said that these three engineers were deprived of their posts for a long time, and they were subjected to various deprivations. So they have been posted through office order.<\/p>\n<p style=\"text-align: justify;\">Meanwhile, seven officials of the planning department of CDA sent a letter to the secretary of the Ministry of Housing and Public Works yesterday. The letter was signed by Deputy Chief City Planner Mohammad Abu Isa Ansari, City Planner Mohammad Zahir Ahmed, Syed Fuadul Khalil Al Fahmi, Assistant City Planner Kamal Hossain, Ashrafuzzaman, Zainul Abedin, and Jannatul Ferdous.<\/p>\n<p style=\"text-align: justify;\">According to the letter, an executive engineer has been deputed to the post of &#8216;Chief Urban Planner&#8217;, excluding the qualified planner of the Chittagong Development Authority (Chowk). Engineers have also appealed to cancel this posting.<\/p>\n<p style=\"text-align: justify;\">According to the letter, Executive Engineer AGM Salim, working in the Chittagong Development Authority, has been given the current responsibility as Chief Urban Planner. The post of Chief Town Planner is a 3rd grade scale post of the Chittagong Development Authority. The condition for promotion is a graduate degree in town planning and a minimum 10 (10) years of experience as Deputy Chief Town Planner. But the appointed Executive Engineer, AGM Selim, has no previous experience serving as a planner. There is also no bachelor&#8217;s or master&#8217;s degree in planning. He is also not a member of the Institute of Planners. Earlier, CDA Chief Engineer Kazi Hasan bin Shams was given the acting responsibility of Chief Urban Planner by the Ministry to keep the daily activities running.<\/p>\n<p style=\"text-align: justify;\">The letter also mentions that there are currently seven urban planners working in the CDA. Five of them have obtained bachelor&#8217;s degrees in urban and regional planning departments from BUET and Khulna University and later obtained master&#8217;s degrees from various universities in the country and abroad, and all are full members of the Institute of Planners.<\/p>\n<p style=\"text-align: justify;\">CDA divides planning and engineering into two completely separate categories as per the gradation list circulated on June 8, 2022. Engineers have also expressed surprise at how promotions from one department to the other are made even though the two departments are completely separate.<\/p>\n<p style=\"text-align: justify;\">The letter states that the CDA chairman has been absent from the office since August 5 due to the anti-discrimination student movement. Although the said five engineers have all qualifications, an executive engineer has been posted except for CDA Deputy Chief Town Planner (Acting) Mohammad Abu Isa Ansari. Deputy Chief Town Planner Abu Isa Ansari joined CDA in 2008 as Town Planner. As per the terms of promotion, Mohammad Abu Isa Ansari was eligible for promotion as Deputy Chief Town Planner on 20 November 2015.
