The Indian government enacted the Citizenship Amendment Act (CAA) a few weeks before the general elections in May.<\/p>\n<p style=\"text-align: justify;\">Incidentally, protests started across the country after the Citizenship Act (CAA) was passed in 2019. Even riots broke out in Delhi. The anti-CAA storm continues in 2020 as well.<\/p>\n<p style=\"text-align: justify;\">Meanwhile, West Bengal Chief Minister Mamata Banerjee has warned that the CAA will not be allowed to be implemented in Bengal. Targeting the Modi government, he said, &#8220;If you had the courage, you would have done (CAA) earlier.&#8221; Lok Sabha polls before, why?<\/p>\n<p style=\"text-align: justify;\">In a press conference at Nabanna on Monday afternoon, Chief Minister Mamata said that when the election comes, they try to feed something. My point is that CAA was passed in 2020. It took four years after that! Is it necessary to introduce the CAA two to three days before the election today? Actually, it is a political plan.<\/p>\n<p style=\"text-align: justify;\">Sources said Prime Minister Narendra Modi&#8217;s government passed the law in 2019. The controversial law allowed Indian citizenship to non-Muslim refugees from India&#8217;s neighboring countries. According to this law, citizenship will be granted to people of all religions except Muslims. India&#8217;s Ministry of Home Affairs has announced that non-Muslims (Hindus, Sikhs, Jains, and Buddhists) living in India&#8217;s neighboring states like Afghanistan, Pakistan, Bangladesh, Gujarat, Rajasthan, Chhattisgarh, Haryana, and Punjab will be given Indian citizenship. At the same time, an invitation has been given by the Ministry of Home Affairs of the country so that everyone other than Muslims should apply immediately.<\/p>\n<p style=\"text-align: justify;\">According to Zee News, the notification has been issued under the Citizenship Act of 1955 and the Citizenship Amendment Act (CAA) of 2009. Not according to the amended Citizenship Act of 2019.<\/p>\n<p style=\"text-align: justify;\">Meanwhile, according to Anandabazar News, despite becoming a law, the sections and sub-sections of the CAA have not been added for almost four and a half years. As a result, this law has not been implemented in practice. As per the rules, certain clauses and sub-sections of the Act have to be added within six months of the President signing it. Otherwise, special permission has to be sought from specific committees of the Lok Sabha or Rajya Sabha.<\/p>\n<p style=\"text-align: justify;\">In this case, the Union Ministry of Home Affairs had been applying to extend the deadline for implementing the law to 2020. Opposition parties were also taunting the BJP government at the Center over this delay. After coming to power for the second time, the CAA was passed by the Modi government at the center on December 11, 2019. According to that law, if religious minorities from Muslim countries like Bangladesh, Pakistan, and Afghanistan seek asylum in that country due to religious persecution, then India will give it. The then-President of the country, Ram Nath Kovind, also approved the CAA bill after it was passed by both houses of Parliament.<\/p>\n<p style=\"text-align: justify;\">But so far, no notification has been issued regarding the implementation of CAA. Last February, Union Home Minister Amit Shah said that the CAA would be implemented in the country before the Lok Sabha elections. Not only that, Shah also said that a notification regarding the implementation of CAA will be issued soon.<\/p>\n<p style=\"text-align: justify;\">Prime Minister Narendra Modi did not speak about the CAA in the meeting of Matua-dominated Nadia and the North 24 Parganas. However, the BJP candidate for Bangaon and Union Minister Shantanu Thakur said that the CAA is being implemented before the elections. CAA will come into force even one, two, or three days before the announcement of polls. Even the CAA can come into effect an hour before the election rules are introduced. The opposition, Trinamool, however, criticized the issue as an attempt to &#8220;give a face to the refugee people.&#8221; Chief Minister Mamata Banerjee herself had sneered at the CAA as &#8216;kaya kaya&#8217;. The Trinamool leadership has always been claiming about the CAA that citizens who vote, have an Aadhaar card, and have a voter card are the citizens of this country. So there is no need to give them new citizenship.<\/p>\n<p style=\"text-align: justify;\">In an interview given to the news agency PTI last month, an official working in the Ministry of Home Affairs said that the notification for the implementation of CAA will be issued long before the Lok Sabha elections. The rules or clauses of this law have been made. The online portal is also ready for enrollment. He also said that the entire CAA process will be online. Applicants there only have to state when they entered India.<\/p>\n<p style=\"text-align: justify;\">The central government has been debating the implementation of CAA for a long time. On the other hand, the anti-CAA movement started in different parts of the country even before the Corona episode. Around 100 people lost their lives in the anti-CAA movement across the country. The anti-BJP parties were leading this movement. Opposition-ruled states like West Bengal oppose the implementation of the CAA on religious grounds. The Election Commission has not announced the date of the Lok Sabha elections till now.
