In a project of the local government department, 9 crore 34 lakh taka has been asked for training abroad. The project is undertaken to improve nutrition, health and family planning system of low income people and slum dwellers especially children, women and poor population in urban areas. However, at this time of crisis, the officials of the Planning Commission consider it unreasonable to spend so much money in the name of training abroad.<\/p>\n<p style=\"text-align: justify;\">According to the revised proposal of the project, this proposal has been given in the &#8216;Urban Primary Health Care Service Delivery&#8217; project to ensure health care for the marginalized and low-income people of 10 city corporations and 17 municipalities. The project is being implemented by the local government department.<\/p>\n<p>In the original DPP of the project, Tk 10 crore 18 lakh has been kept for the foreign training sector, but in the revised DPP, the expenditure on the foreign training sector has been estimated at Tk 9 crore 34 lakh. Already 78 lakh rupees have been spent on the project for foreign training. Officials want to spend the rest of the money within the next two years.<\/p>\n<p style=\"text-align: justify;\">But Prime Minister Sheikh Hasina has ordered austerity considering the global crisis. Forbidden to spend anything unless it is very necessary. Taking this into account, the Ministry of Finance in a circular on November 10 has stopped foreign travel until further instructions to the government officials in both the development budget and operational budget. According to the circular of the Ministry of Finance, all types of foreign travel including exposure visits, study tours, APA and innovation covered travel and participation in workshops or seminars will be suspended until re-ordered in the context of the post-corona economic recovery and the current global crisis.<\/p>\n<p style=\"text-align: justify;\">When asked about foreign training, the director and joint secretary of the project, AFM Alauddin Khan said, &#8220;Foreign training may be necessary in the proposal of the project. It will be spent as per government decision. Training abroad will not be done unless the government gives permission.<\/p>\n<p style=\"text-align: justify;\">Apart from overseas training in the project, an allocation of Tk 18.64 million was allocated in the main DPP for training in the country. In the last four years, the training sector has spent 50 percent. He wants to spend the rest of the money in the next year and a half.<\/p>\n<p style=\"text-align: justify;\">According to the presentation of the project, the original DPP had provision for 8 urban maternity homes with six floors and 20 urban health centers with three floors. But in the revised DPP, the number of city health centers has been reduced to 17, though the city maternity center has been kept. The time is extended by one year and three months. That is, the implementation period of the main project is from April 2018 to March 2023. But the progress of the work has been very slow during this long period. Financial progress till June was 34.30 percent and actual progress was 40 percent. Therefore, the remaining work is proposed to be completed by June 2024.<\/p>\n<p style=\"text-align: justify;\">Apart from this, the cost of consulting in the project has been estimated at Tk 68 crore 19 lakh. Medical and surgical equipment 17 crores. Apart from this, the manpower of the private sector is also found to be high. The total allocation has been increased to 14 crore 17 lakh taka. In this way, some sectors have been charged more. The expenditure has been increased from 1 thousand 135 crores to 1 thousand 219 crores. The expenditure is increasing by about 83 crore taka or 7.31 percent. Of this, ADB&#8217;s loan is Tk 952 crore, the remaining amount will be spent from the government treasury.<\/p>\n<p style=\"text-align: justify;\">When asked about the current progress of the project, the project director said, &#8220;For some reasons, the progress of the project has slowed down. Time is being extended by making corrections to complete all tasks. In some cases the money is being deducted by the government. The money to buy a car is being reduced. The consultant said about the increase in fees, &#8220;If they work, they will have to pay the salary.&#8221;<\/p>\n<p style=\"text-align: justify;\">A Project Evaluation Committee (PEC) meeting was held on November 14 to scrutinize the proposal sent to the Planning Commission for revision of the project. As there were some objections in the meeting, it was asked to be corrected. Once the revised DPP is sent to the Planning Commission, it will be presented at the Eknec meeting for final approval.<\/p>\n<p style=\"text-align: justify;\">The main objective of this project is to improve the nutrition, health and family planning conditions of the people living in urban areas, especially children, women and poor people. Increasing the financial and physical capacity to provide primary health care, especially in the project area. Ensuring quality primary health care for urban dwellers, especially essential service packages related to maternal and child health. Increasing the number of primary health care recipients (especially poor women, newborns and children). Strengthening of institutional arrangements for primary health care delivery. Enhancing the capacity of urban local institutions to deliver primary health care as per the mandate and enhancing the capacity of urban local institutions to deliver primary health care by strengthening the ownership and commitment of urban local institutions.<\/p>\n<p style=\"text-align: justify;\">The proposal of the project says that primary health care is one of the basic needs of people, which is an important aspect of health care. Community Clinic established in 1998 along with Union Health Center has been functioning since independence with the aim of providing primary health care in rural areas. But rural areas have a strong network of union sub health centers, upazila health centers and family planning centers in addition to community clinics.
