More than 3.5 lakh posts are vacant in government jobs

Dhaka Bureau: State Minister for Public Administration Farhad Hossain informed the parliament that 3 lakh 58 thousand 125 posts are vacant in various ministries, departments and directorates of the government. He said this in response to a question of ruling party MP Kazim Uddin Ahmed in the question and answer presented on the table in the Parliament on Wednesday.

Farhad Hossain said that according to the latest published Statistics of Civil Officers and Staffs-2021 book (published in June 2022) from the Ministry of Public Administration, the specified number of civil manpower posts are vacant in various ministries, departments, directorates, inspectorates and government offices under the government. Among them, 43 thousand 336 of first class, 40 thousand 561 of second class, 1 lakh 51 thousand 548 of third class and 1 lakh 22 thousand 680 vacant posts of fourth class.

He said that 1 thousand 929 people have been appointed in the 40th BCS. In 42nd Special BCS (Health) Cadre 3 thousand 966 posts of Assistant Surgeon have been appointed. 41st BCS Oral Exam is ongoing. Evaluation of 43rd BCS written exam answer sheet is going on, 44th written exam ended last January 11. And the probable date of the 45th BCS preliminary test is scheduled in the second week of next March.

The state minister said that the recruitment of vacant posts in government offices is an ongoing process. 10th to 13th grade recruitment is done through PSC. The recruitment of 14th to 20th grade is done as per the recruitment rules of the concerned ministry, department, directorate and organization. He said that some vacant posts cannot be filled as there are cases in the court and the recruitment process is not completed and candidates eligible for promotion are not available.

In response to Jatiya Party (Japa) MP Mujibul Haque Chunnu’s question, the State Minister for Public Administration said that 5 thousand 436 vacancies have been received for the non-cadre posts of the 40th BCS. After verifying these, it will be possible to tell the number of actual recommendable vacancies. In response to the question of Shamsun Nahar, a member of the reserved women’s seat, he said that according to the Statistics of Civil Officers and Staffs-2021 report, the number of government employees in the country is 15 lakh 54 thousand 927 people. Among them, women are 4 lakh 4 thousand 591, which is about 26 percent of the total employees. In 2010 it was 21 percent. The state minister also said that there is no separate quota for women in the first class posts, but 15 percent quota has been reserved for women in the recruitment of grades 13 to 20.

In response to the question of Member of Parliament of Noakhali-2 Constituency Morshed Alam, State Minister Farhad told the parliament that in the July 21, 2022 notification of the government’s finance department, there is an instruction to spend maximum 80 percent of the money allocated in favor of the public administration ministry in the current financial year 2022-23 in the petrol and lubricant sector. The Ministry of Public Administration has already taken various steps to implement it. In this, 20 percent saving is being ensured by limiting the use of government vehicles compared to before. The state minister said that all departmental commissioners, district commissioners and upazila executive officers have been requested to follow the instructions of the finance department regarding fuel saving through the Directorate of Public Vehicles.
