Dhaka Bureau: More than 70 thousand teacher posts are still vacant in private schools and colleges in the country. In this teacher crisis, classes are not held regularly. However, the concerned authorities are strict in the matter of recruitment. Private Teachers Registration and Certification Authority (NTRCA) is a recruitment agency under the Ministry of Education.
Ever since the NTRCA took away the power to appoint vacancies in educational institutions from the governing body-managing committee, the NTRCA has been messing up every time. As a result, the suffering of teacher candidates is increasing. Candidates aggrieved due to NTRCA’s wrong decision or delay in decision are getting redressal only through court.
Candidates who have cleared these three levels of examination – preliminary, written and oral – are now eyeing the NTRCA like chatak birds. Because there is no opportunity to get appointed even by participating in this exam. NTRCA will issue a public notification for recruitment. Candidates who passed in that light should apply. They will be appointed only if the post is vacant. However, candidates complain that time is being wasted on various pretexts.
NTRCA is not able to issue public notices due to lack of approval from the ministry, Chairman of the organization said. Enamul Quader Khan. He said, the approval of the ministry is required to issue public notification. For this reason, I have sent it to the Ministry for approval. It will be issued only when available.
Data analysis shows that the application for the 16th Teacher Registration Examination started on 23rd May 2019 as part of the beginning of the teacher recruitment process. 11 lakh 76 thousand candidates applied for it. The preliminary examination was held on August 30 of the same year. And the result is published on 30 September. 2 lakh 28 thousand 442 candidates passed in it. Later the written exam was held on November 15 and 16 of the same year. But everything got stuck due to Corona epidemic. Result is stuck. After one year of written examination, the result was released on 11 November 2020. 22 thousand 398 candidates passed it. However, as per the NTRCA policy, the results of the written examination should be given within two months. The oral examination for this registration starts on 2nd December 2020. It takes seven months to complete this exam. After the oral examination, the final result was released on October 17, 2021, where 18,550 candidates were finally passed.
The job aspirants said that when they met the chairman and secretary of the organization in April this year, they assured the publication of the fourth public notice in April this year. As the fourth public notice was not received in April, the 16th registration holders held a human chain and memorandum distribution program in the following May. In view of this, the NTRCA officials have assured to issue the fourth public notice again in July, the candidates told this reporter.
Candidates said that the age limit for applying has been fixed at 35, due to which many are disqualified for applying after passing the teacher registration examination. A candidate named Azizul said, “We have already given more than 50 memorandums to NTRCA. Every day registered candidates are crossing the age of 35 due to repeated breach of promises made by NTRCA. Enayetullah Toha, a candidate for registration, said, “The primary teacher recruitment results were published, but we have been sitting for almost four years today.”
