Dhaka Bureau: The whip of the government party of the 12th national parliament is the former captain of the Bangladesh national cricket team and five MPs, including Awami League party MP Mashrafe Bin Murtaza (Narail-2). Along with Mashrafe, the other four are Abu Saeed Swapan, Iqbalur Rahim, Nazrul Islam Babu, and Saimum Sarwar Kamal. Among them, Abu Saeed Al Mahmud Swapan and Iqbalur Rahim were in charge of whips in the past 11th Parliament.
Chief Whip and Whip’s work
The Chief Whiff is the government party spokesperson in Parliament. The chief whip is accompanied by a few whips. They are all members of Parliament. The Chief Whip’s main job is to maintain party discipline in Parliament. The responsibilities of the whip also include making arrangements for the regular appearance of members of their party in the parliament or legislature. Ensuring that all party members vote in favor of the party when a bill is introduced in Parliament, etc. According to the hierarchy of state, the Chief Whip enjoys the rank of full minister. And the whip enjoys the rank of state minister.
The facilities they get
A minister’s monthly salary is Rs 1 lakh, 5 thousand. The salary of the state minister is 92 thousand, and that of the deputy minister is 86 thousand, 500 taka. After taking charge, a minister gets a well-furnished residence at government expense, free of charge. The State Minister and Deputy Minister also get the same benefits. Ministers and State Ministers get housing facilities from Public Works, but Chief Whips and Whips get them from the Parliament Secretariat.
If the minister lives in his own house or a rented house instead of in the government house, then he will get a monthly rent of 80 thousand taka from the government. The state minister and deputy minister will get 70 thousand rupees. Besides, if they live in their own house or a rented house, they will get three months of house rent in a year for its maintenance. The chief whip and other whips can also avail of this facility.
A minister is given 10 lakh taka per year for the charity work of the people of the area, including the development of mosques and temples in his area. In this sector, the state minister will get 7.5 lakhs and the deputy minister will get 5 lakhs. Out of this money, the minister can give a maximum of 50 thousand rupees to a person. The state minister can pay 35 thousand, and the deputy minister 25 thousand. There is no audit of this money by ministers, state ministers, and deputy ministers for the development of the area. As a result, they are very generous in spending this money.
After becoming a minister, many local and foreign people came to pay a courtesy visit to his office. People from the constituency also came to meet. A minister gets Rs 10,000 per month for their entertainment. In this sector, the state minister gets 7,500 taka, and the deputy minister gets 5,000 taka. Ministers, State Ministers, and Deputy Ministers will get an insurance benefit of Tk 10 lakh per year in the case of air travel. If the cabinet members fall ill, the entire medical expenses are borne by the government. In this case, it is said that the medical expenses are unlimited. The government will pay his entire medical expenses. However, the expenditure vouchers should be submitted to the Cabinet Department.
After assuming charge, the Minister, State Minister, and Deputy Minister will get one car facility each at government expense. This vehicle provides the transport pool. However, the Chief Whip and Whips are provided by the Parliament Secretariat. Besides, they will get a Jeep from any organization or office under the ministry while traveling for government purposes. Regarding energy, the minister, state minister, and deputy minister will get money equivalent to 18 liters of fuel oil per day. A minister and state minister will get a daily allowance of 2000 taka if they travel anywhere within the country. As a result, the Chief Whip will also get this benefit. A minister will get five lakh rupees every year to decorate the government house. State Ministers and Deputy Ministers will get four lakh rupees. Apart from this, the government will bear the entire cost of electricity, gas, water, and telephones in the residences of ministers, state ministers, and deputy ministers.
Ministers and Ministers of State will have a private secretary (PS) of the rank of Deputy Secretary. Apart from this, an assistant private secretary and an assistant private secretary of one’s choice outside of the government official are also given. Besides, two personal officers, one Jamadar, one Ardali, two office assistants, and one cook are getting. The Minister of State and Deputy Minister get a private secretary, a personal assistant, a jamadar, an Ardali, and an office assistant.
