This disparity in promotion among officers of different cadres has created anger. Promotion files for 529 officers in the police cadre have been pending in the public administration for four months.
This file of proposals from the police headquarters went to the public administration through the Ministry of Home Affairs four months ago. This has created anger among the demoted police officers. The police hope to resolve it soon. Those concerned say that the number of joint secretary posts in the administration cadre is 502. 175 Deputy Secretaries were promoted to Joint Secretaries in November last year.
Then this number stood at 725 people. Many joint secretaries have to work as deputy secretaries. Among them, 211 deputy secretaries were promoted to the post of joint secretary again on Monday. The number of joint secretaries stands at 936. Even if they are promoted, they will not get a chance to sit in the chair of joint secretary. Similarly, there are 212 regular posts of Additional Secretary in the administration. Along with this, there are about 125 posts on posting (appointment in other departments or organizations outside the prescribed posts) in different departments of the same level. In all, the post of additional secretary stands at 337. Last May, 114 joint secretaries were promoted to additional secretaries.
The number of additional secretaries stands at 426. In other words, there are now more officers in this position than there were before. However, the promotion of the police has been blocked for a long time. General Secretary of the Police Service Association and SP of Dhaka District, Asaduzzaman, told the media, “The promotion list of 529 people from the police headquarters is not on the occasion of the election. This list is based on age, batch, and reality. Besides, the police have sent a list to fill up the vacant posts. If our proposed promotion is granted, the confusion here will be removed. Along with this, the passion for work will increase.
People will benefit from it. Anger and frustration at the police will disappear. Only one of the 17th batch of police officers has been promoted to Additional IGP. However, almost all of the 17th batch in the administration cadre have been promoted to grade 2 as additional secretaries. We are not comparing ourselves with anyone; we have done it out of our own rightful claim. We hope that the government will make a positive decision soon. Out of the promotion list sent by the police headquarters, 15 have been promoted as additional IGPs and given grade 1. Besides, there is a proposal to promote 34 additional IGPs and give them grade 2. Besides, the proposal for promotion of 140 people as DIG, 150 people as additional DIG, and 190 people as SP is currently in public administration. A former police officer said, “If there is a quick promotion in one cadre and if there is a delay in promotion in another cadre, then the talented students will go to the place where the promotion is faster.
This will affect other cadres. For example, there is rapid promotion in the administration cadre, but what is the condition of the information cadre? After entering the same BCS, some are secretary in some cadre, and some are deputy secretary in some cadre. Such discrimination should not exist. Some may work directly with higher-ups in the government. No one can reach that. Those in charge should quickly resolve such discrimination. Many of the officials say, “The responsibility for promotion of all cadres is in the hands of the administration cadre. It shouldn’t be. There may be a promotion committee headed by the judiciary. Or there can be a committee consisting of all the cadres. Then there will be an opportunity to speak on behalf of officers from all cadres.
Otherwise, this kind of discrimination will continue. Anyone will promote themselves first. It’s not right. But what is being done now is inappropriate. Administration cadres are being sent for space research. Administration cadres are also being sent to places where doctors are supposed to be. It’s not right.
