Sukanth Bikash Dhar, Satkania: Unprecedented multi-dimensional suffering has started in Chittagong’s Satkania No. 1 Charti Union Parishad. As if there is no one to listen to the cries of the service candidates! In the process of forming the chairman’s panel outside the rules, the anger of the citizens is at its peak.
Factionalism has also started. The upazila administration has ordered an investigation into this. On the surface, it is known that the elected chairman was recently suspended by the local government for embezzling sand and excavators under the Sankh river dredging project under his responsibility. Ruhullah Chowdhury.
In his absence, there is no one else in charge, and the problem is getting worse. The victims alleged that various civic facilities, including nationality certificates, citizen certificates, birth registration certificates, death certificates, family certificates, inheritance certificates, trade licenses, holding taxes, passports, voter information supplies, and village courts, have been stopped. Going to the Union Parishad and surrounding areas, it is seen that even though the service candidates come to the Parishad to take the required papers, they are returning as the chairman is not there.
Among them, Abdul Aziz, a resident of Ward No. 1 Dwip Charati area, came to bring the chairman certificate for his brother last Thursday afternoon. He said that the younger brother, Tarekul Islam, works for a company in Chittagong, but he did not get the certificate even though he came to get a chairman’s certificate for him. There is a fear of leaving the job of the brother if he cannot give the certificate. MD. of the same area.
Salim, Chairman certificate for making the passport of Md. Kaiser of the North Tulatli area of Ward No. 7, Nashir Uddin of the Mofazal shop area of Ward No. 7 for his brother to take a loan from Krishi Bank, and Jahangir Alam of the Middle Para area of Ward No. 8 for the birth registration certificate of his daughter. He went to the Union Parishad several times in a week and returned without getting the desired certificate. In this way, many reported their plight directly and on mobile phones.
Meanwhile, the president of the Charti Union Awami League, freedom fighter Mostakim Chowdhury, said that the residents of the area have suffered greatly. The image of the government is also being damaged by this. ‘ Member of the 8th ward of the union, Saiful Islam, on behalf of most of the UP members, filed a complaint against the Chittagong District Commissioner and UNOK regarding the formation of the Chairman Panel’. In view of an office order signed by Assistant Commissioner Diplomacy Chakma of the Chittagong District Administration Office, UNO has been given the task of investigating the matter and submitting a report along with opinions to Upazila Engineer Parvez Sarwar Hossain.
Although the order was signed on July 9, the report reached UNO on July 10. Upazila Executive Officer (UNO) Fatema-Tuz-Zohra said, in view of the complaint, according to the instructions of the district administration, they have been asked to investigate the matter and submit the report within 5 working days. After receiving the report from the district administration office, action will be taken according to the instructions.
Engineer Parvez Sarwar Hossain said, I received the paper last Thursday (July 13) at noon. Before starting the investigation work, some documents that will be required for the investigation will be requested from the UNO. I will start the investigation when he gets the papers, but not before that.” According to the complaint, on March 22 last year, the Chairman of Charti Union Ruhullah Chowdhury was sworn in and assumed office on May 12. According to Section 33 of the Union Parishad Manual and Village Courts Act, 2006, ‘a chairman panel consisting of three members preferably shall be elected by the members from among themselves within 30 working days of the first meeting held after the formation of the Parishad’.
However, the chairman exerted influence without giving him the opportunity and without setting any kind of agenda in the meeting and wrote the name of Alhaj Nurul Amin, a member of Ward No. 3, and wrote ‘nominee’ in brackets next to his name and made it ‘Chairman’s Panel’. The names and signatures of members are taken in three ways without violating the rules. Which includes violations of Article 33.
The complaint further states that since 30 working days have passed, it is necessary to constitute a new chairman panel. Charati Union Parishad (UP) Secretary Prakash Dutta said, “UNO Sir said, based on the investigation report, the activities of the Parishad will continue. For the time being, the activities of the Parishad are closed.” Chairman panel claimant Nurul Amin said that he has taken responsibility systematically. He applied to UNO on March 27 this year to be included in Chairman Panel 1. On April 4, UNO asked the then chairman, Ruhullah Chowdhury, to take action as per the rules in light of the policy.
The local member of parliament recommended in that application Charati Union Parishad (UP) chairman (temporary dismissal) Md. Ruhullah Chowdhury was called several times, but his statement was not received as he did not receive it.
Referring to the importance of UNO, MP, and upazila chairmanship to stop the factionalism caused by the formation of the chairman panel and save the local people from suffering soon, the local people say, ‘If this continues, the image of the area will be damaged. ‘
