Sukanth Bikash Dhar, Satkania: An influential group has been accused of breaking the boundary wall of the Satkania Upazila Complex and building a gate. Dhumrjal has been raised on the matter of whether the UNO’s silence reflects indifference or benevolence, even after more than a month has passed since the construction of the gate occupying the government space within a few yards of the UNO office.
Speaking to the locals, it is known that there are more than five plots in the area’s influential areas outside the boundary wall of the main gate of the entrance of the newly constructed building of the Upazila Parishad complex. Since 2000, the mahal has tried to manage the former UNOs in various ways to break down the boundary wall of the upazila complex and build a gate for movement in their plots, without success. Recently, they broke the boundary wall and built a gate under the nose of the upazila administration.
According to seven clauses of the existing proposed draft law made by the Ministry of Lands in 1970 (Pakistan period), if a person illegally occupies the land or establishment of a government or local authority, the District Commissioner, Additional District Commissioner, and Upazila Executive Officer can file a case against that person at the police station. If convicted, he will be punished with imprisonment for a maximum of two years and a fine of up to two lakh takas, or with both. The trial of the case will be conducted in accordance with the Code of Criminal Procedure, and the case can be handled and disposed of in mobile courts.
The Act also states that if there is any damage to the land or structure due to illegal occupation, the Deputy Commissioner can determine the compensation as per the rules. Which has to be paid within 30 days. However, it has been seen that the UNO has remained mysteriously silent without any implementation of the said law. As a result, many questions have arisen in the public mind as the people responsible for protecting the government property remain silent without taking any measures even after occupying the government premises. On a surface inspection, it can be seen that the boundary wall of the upazila complex has been broken down and a 10- to 12-foot-long iron gate has been constructed. A new lock hangs on the gate. After the gate, there are more than five plots lying vacant. There were several people there who did not wish to be named.
They claimed that the plots are reminiscent of the 1980s.The current market value of the place is around 16 crore takas.
Apart from this, several officials working in different government offices and staying with their families in the upazila parishad complex, who did not want to be named, said that the construction of the gate will disturb the security of the official documents and residents living in the upazila complex.
In this regard, Abu Taher LMG, the former commander of Satkania Upazila Muktijoddha Sangsad, said that although many days have passed since the boundary wall of the upazila complex was demolished and the gate was constructed, why has the UNO been silent for so long without taking any legal or effective action? Satkania Upazila Executive Officer (UNO) Fatema-Tuz-Zohra said, I saw the matter. There is no legal basis for breaking the boundary wall of the upazila parishad and constructing the gate. Find out who built the gate. But can construct gates for passage or exit. However, I am analyzing the matter.
Satkania Upazila Parishad Chairman MA Motaleb CIP said that the place belongs to those who made the gate. There are more such gates on the eastern side of the Upazila Parishad complex.
In this regard, Chittagong Additional District Commissioner (General) Rakib Hasan said that since this matter is of Upazila Parishad, the Upazila Chairman and UNO will sit down and decide what can be done.
