The three-day DC conference starting today will be the last meeting of the current DCs with the Head of Government and the Prime Minister. A number of proposals have already been made as per tradition to be raised at the conference. Those that are the subject of the ministry or department, will be decided after discussion with the concerned minister-secretary. Among the popular proposals of the DCs are banning politics of MPO teachers, setting up eight technical universities in eight divisions, running local hospitals, widening the scope of supervision, reforming and developing some administrative buildings, extending the scope of the mobile court law, proposing to abolish pet quota in the recruitment of primary school teachers, allowing prisoners to talk to their relatives on video calls. opportunities etc.
Prime Minister Sheikh Hasina will inaugurate the conference at the Shapla Hall of the Prime Minister’s Office today at 10 am. Ministers, State Ministers, Principal Secretary to the Prime Minister, concerned secretaries and eight departmental commissioners will be present in this conference. The Commissioners and DCs will also attend the President’s dinner in addition to a private talk with the Prime Minister. Cabinet Secretary Mohammad Mahbub Hossain will deliver the welcome address.
The DCs have proposed to remove MPs from the post of head of management committee of government hospitals in district and upazila. Gopalganj DC Kazi Mahbubul Alam proposed to form health management committee in district and upazila with DC or UNO as president. His argument in favor of the proposal: If a health committee is formed under the leadership of DC and UNO in addition to the existing committee, it will be possible to conduct regular coordination and monitoring activities on overall health management. Patuakhali DC Md. Shariful Islam Various Upazila Assistant Commissioner (Land) Offices and Union Land Offices are being constructed by Public Works and LGED Department. DC or his representative is proposed to be involved in project acceptance, preparation of estimates, approval, tender process and implementation of these works. Jaipurhat DC Salehin Tanveer Gazi has sent a proposal seeking the power to cancel the acceptance document of Khasazmi settlement. DC Mymensingh DC Mostafizur Rahman has proposed to increase the financial capacity of the LA Contingency sector expenditure. Magura DC Mohammad Abu Nacher Baig proposed to coordinate the local survey and settlement office with the DC office round-the-clock to facilitate the work. Gazipur DC Anisur Rahman has proposed to take DC’s permission in the case of settlement of land acquired or allocated in the name of government institutions. Kishoreganj DC Abul Kalam Azad has proposed to take necessary measures to ensure the safety and security of ADC and AC land in the district and upazila. At present there are 62 subjects in the general functions of DCs. There are several committees and sub-committees for each subject. These committees are headed by DC.
Last year’s 65 decisions not implemented: Out of 242 decisions taken at last year’s DC conference, 177 were implemented. 65 are still unimplemented, which is 27 percent of the total decisions. Three types of decisions were taken in the conference. Of these, 72 short-term decisions were taken, of which 58 decisions were implemented, which is 81 percent. 105 mid-term decisions are taken. 77 of them have been implemented. 65 long-term decisions have been taken. Out of which 42 decisions have been implemented.
