Currently, there are 5 of them and 3 ex officio duties.
It is not understandable why the authorities appointed him to so many positions despite the fact that there were several other skilled engineers among his contemporaries. The manpower crisis is already evident in the square. If these responsibilities were distributed to engineers who were sitting idle, the service users could receive the services at the right time. Also, the officer is absent from the office for an average of 15 working days in a month. He has to attend various meetings of the ministry. He himself is an accused in a case filed by the Anti-Corruption Commission (ACC).
According to sources, Kazi Hasan, like many others, was not promoted regularly due to the admission of responsibility and the case in the Truth Commission. However, even though he has not been promoted on paper, he alone holds at least eight posts, including the highest post in the engineering and planning department. He has been given the current charge of Superintending Engineer (ongoing duty) and Chief Engineer by the Chowk Authority. Similarly, he is currently the Director (PD) of the City Outer Ring Road Project. According to the DPP (Development Project Profile), he is supposed to perform full-time duties on that project. He also gets a 40 percent allowance from there. In big projects, the work cannot be completed on time if the director does not perform full-time duties. Multiple responsibilities lead to work interruptions. The Ring Road project worth Tk 2.5 billion was supposed to be completed in 2019, but it was not completed by 2024. Work on two feeder roads under the project is still pending.
A person who came to serve in CDA on the condition of anonymity said, If he did not commit corruption, then how did he become accused of corruption in the Truth Commission?
